Vocational Rehabiliation Counselor

Details: This employment opportunity is with Vocational Rehabilitation which is part of the Oregon Department of Human Services. There is one full-time position located in La Grande. This position is represented by a union. Underfill Opportunity The goal of this recruitment is to fill this position at the Vocational Rehabilitation Counselor level. However, we encourage candidates who meet the minimum qualifications for the Vocational Rehabilitation Counselor/Entry Level to apply, as we may consider under-filling the position until the selected candidate meets the minimum qualifications for the Vocational Rehabilitation Counselor. INTRODUCTION Vocational Rehabilitation (VR) is a statewide resource for people with disabilities and is part of the Department of Human Services. We assist individuals with disabilities in getting and keeping a job. VR is a state and federally sponsored program. VR works in partnership with the community and businesses to develop employment opportunities for people with disabilities. The Vocational Rehabilitation Counselor assists persons with disabilities in obtaining and/or retaining employment. Duties Responsible to perform all of the functions necessary to manage a full caseload and to contribute to an office standard of 40 plans and 24 rehabs per FTE. Assures that agency standards for compliance, time lines, and quality are met for all cases. Collects, synthesizes, and analyzes medical and psychological information to determine eligibility for VR services. Gathers and evaluates pertinent vocational and other material to provide necessary vocational counseling and guidance to determine the nature and scope of services needed to achieve the stated vocational goal and the employment outcome. Provides direct job placement to consumers including employer incentive services, tax credit vouchers, state certifications, assistive technology, and work site modifications to assist consumers in reaching their employment outcome. Provides information on ADA and 504 site requirements to employers. Screens, interviews, and evaluate referrals to determine potential eligibility for services; determines need and coordinates medical and psychological assessments with physicians, psychiatrists, and medical/psychological consultants. Schedules aptitude and personality interest tests, and interprets results of tests. Makes determination regarding physical restorative requirements (hearing aids, physical therapy, etc.) necessary for employment; determines training necessary for employability; coordinates closely with other agencies and provides career and vocational counseling to clients. Develops and implements rehab plans with each client and tracks progress through successful termination of case. Is responsible to assure that caseload management and caseload movement meets or exceeds agency standards and that all case files meet or exceed State and Federal requirements for documentation. Manages assigned caseload budget, makes and justifies decisions for expenditure of funds to meets specific individual client needs, follows established procedure and documentation procedures to be consistent with Agency, State, and Federal policy, identifies and utilizes other financial resources to maximize the use of agency funds. Is responsible to manage, maintain, and monitor case service dollars assigned to the position necessary to stay within the agency budget policies. Represents the agency, people with disabilities to the community, and public/private agencies by maintaining working relationships with a broad range of agencies and organizations and by attending community events. Works closely with employers to expand employment opportunities for people with disabilities, and maintains current and comprehensive knowledge of community resources available for clients. Contributes to integration of VR services with community partners by providing collaborative case management, consultation and liaison activities with brokerages, mental health providers and supported employment programs.
