Details: Group: MCIS Clearance Level Needed: TS/SCI Shift: Category: Technical Analysis The C&A Specialist shall support the development and integration of a protection strategy into existing F-35 program protection architecture to include External Interfaces and Transactions (EI&T); CI and DoD community coordination. Responsibilities may include: • Co-chair and make recommendations to SSE IPT C&A, System/Software C&A Working Groups, and Chief Information Officer (CIO). The C&A Working Groups meet biannually or on an “as needed” basis. • The contractor shall assist the Government in ensuring the working groups& efforts are consistent with charters and IPT priorities as determined by the SSE IPT Lead/CIO and action items are addressed in a timely manner. • Perform independent technical and non-technical evaluations of the air and ground support systems based on the security requirements and security controls documented in the AS Security Plan. • The contractor shall assess the vulnerabilities, security controls, and level of residual risk of the air and ground support systems. • The contractor shall review drafts of the C&A packages provided by LM and provide assessments. Update, review, and maintain the Government C&A schedule for air and ground support systems and synchronize with the ASC&s C&A schedule. The schedule shall account for all Government actions and resources required to ensure C&A of the JSF AS. • Schedule and coordinate security verification and validation activities across the AS. • Generate System Security Authorization Agreement (SSAA) from ASC-provided certification evidence and other available information, in accordance with DITSCAP. • Analyze the difference between existing DITSCAP documentation to DoD Information Assurance C&A Process (DIACAP) to ensure future block certifications are compliant. All systems require new C&A packages as the software upgrades are completed. • The contractor shall assist the Government in ensuring the block upgrades and future block upgrades to the aircraft and its systems are compliant with DIACAP requirements. Provide direct, in-depth technical analysis and evaluation of JSF security concepts, designs, and tests. • Schedule, organize, and execute JSF CAAG meetings biannually. The contractor shall draft meeting minutes and any actions items from the meeting. • Support F-35 follow-on developments and USRL/PRL activities including review C&A documentation/requirements for future development plans and planning and review and assess all C&A packages for software going into the USR and PRL. • Ensure compliance with mandated DoD and applicable national and international C&A criteria The Certification & Accreditation Specialist shall possess a Top Secret clearance with a Periodic Reinvestigation no older than five years. It is required that the Certification & Accreditation Specialist possesses the following qualifications: • With BA/BS degree, minimum of five (5) years& experience in system security C&A • Without BA/BS degree, minimum of ten (10) years& experience in system security C&A • Knowledge of DIACAP, Risk Management Framework, DoD C&A processes, • DoD8500 (Cybersecurity) series and Common Criteria • Experience in JAFAN 6/3 or ICD 503, Joint Special Access Program Implementation Guide (JSIG) and NISPOM application as related to C&A • Two years& experience in major defense acquisition programs and vulnerability assessment and/or risk analysis • Level II or III certified in accordance with DoD 8570.01M “Information Assurance Workforce Improvement Program.”

Responsibilities may include: • Co-chair and make recommendations to SSE IPT C&A, System/Software C&A Working Groups, and Chief Information Officer (CIO). The C&A Working Groups meet biannually or on an “as needed” basis. • The contractor shall assist the Government in ensuring the working groups& efforts are consistent with charters and IPT priorities as determined by the SSE IPT Lead/CIO and action items are addressed in a timely manner. • Perform independent technical and non-technical evaluations of the air and ground support systems based on the security requirements and security controls documented in the AS Security Plan. • The contractor shall assess the vulnerabilities, security controls, and level of residual risk of the air and ground support systems. • The contractor shall review drafts of the C&A packages provided by LM and provide assessments. Update, review, and maintain the Government C&A schedule for air and ground support systems and synchronize with the ASC&s C&A schedule. The schedule shall account for all Government actions and resources required to ensure C&A of the JSF AS. • Schedule and coordinate security verification and validation activities across the AS. • Generate System Security Authorization Agreement (SSAA) from ASC-provided certification evidence and other available information, in accordance with DITSCAP. • Analyze the difference between existing DITSCAP documentation to DoD Information Assurance C&A Process (DIACAP) to ensure future block certifications are compliant. All systems require new C&A packages as the software upgrades are completed. • The contractor shall assist the Government in ensuring the block upgrades and future block upgrades to the aircraft and its systems are compliant with DIACAP requirements. Provide direct, in-depth technical analysis and evaluation of JSF security concepts, designs, and tests. • Schedule, organize, and execute JSF CAAG meetings biannually. The contractor shall draft meeting minutes and any actions items from the meeting. • Support F-35 follow-on developments and USRL/PRL activities including review C&A documentation/requirements for future development plans and planning and review and assess all C&A packages for software going into the USR and PRL. • Ensure compliance with mandated DoD and applicable national and international C&A criteria The Certification & Accreditation Specialist shall possess a Top Secret clearance with a Periodic Reinvestigation no older than five years. The contractor shall review and update the current AS Security Plan and the Certification & Accreditation (C&A) Management Plan biennially. • Provide written assessments of ASC&s SSE-related technical plans on a weekly basis. The contractor shall assess the ability of the ASC&s technical plans to implement the documented design and the extent that the ASC&s technical plans are synchronized with the program schedule. • Support F-35 follow-on development and U.S. Reprogramming Laboratory (USRL)/Partner Reprogramming Laboratory (PRL) activities. The contractor shall analyze the requirements for future development plans for both the USRL and PRL. The contractor shall assist in developing the requirements for the reprogramming labs and in planning the corresponding activities including data fusion capabilities. • Assist the Government by ensuring SSE efforts are considered in site activation activities and design reviews. • Assist the SSE IPT by participating in biannual working groups and site stand ups. The System Security Engineer shall possess a Top Secret clearance with a Periodic Reinvestigation no older than five years. Program Protection Security Specialist II
