Village Treasurer/Finance Director

Details: POSITION SUMMARY: Under the general direction of the Village Administrator, the Village Treasurer/Finance Director performs the duties of Village Treasurer pursuant to Wisconsin Statutes and Village ordinances, policies, and procedures. The Village Treasurer manages all of the day to day financial information for the Village, monitoring bank balances, debt service and petty cash for the Village. The Village Treasurer also distributes tax statements to property owners for both real estate and personal property taxes and collects same. The Village Treasurer works with other department heads to report to pertinent committees and the Village Board regarding the financial status of any ongoing and concluded projects. ESSENTIAL JOB FUNCTIONS: Receive, deposit and distribute Village monies per generally accepted accounting procedures, State of Wisconsin Statutes and Village of Kronenwetter ordinances, policies, and procedures. Maintain records that are assigned to the Treasurer as custodian and perform all tax collection duties. Prepares tax roll, distributes tax statements to property owners for both real estate taxes and for personal property taxes, manage the computerized system of tax collection, complete reconciliation for all categories of Revenue collected, complete all tax settlements with Marathon County. Distribute all categories of revenue collected during the tax collection period and complete a Wisconsin State lottery credit settlement. Plan, organize, and manage all automated financial accounting systems for cash collections, accounts payable and accounts receivable, general ledger, and budgeting. Maintain accurate records of all transactions for all Village Imposed Assessments and all development agreements. Routinely reconcile all bank accounts for Village funds. Compile all monthly financial reports for approval by the Administrative Policy Committee, Village Board, and other special reports for village, county, state, and federal use as required and/or requested. Invest Village funds and monitor investment accounts and make regular reports to the Village Administrator, relevant committees and Village Board on the status of same. Consult with external financial services firms for audits, borrowing, debt service, and other financial matters, as well as title companies for assessment studies; implement Village Board-approved directives. Participate in actions regarding dog licensing and settlements, ambulance services and collections, grants, monthly invoicing for mobile home courts and end of year settlements for parking fees and lottery credits as needed. Coordinate the annual Village General Fund, Municipal Court, Utility, and Debt Service budget process; monitor Village expenses and revenues; recommend and implement approved fund transfers; analyze trends affecting budget surplus and/or deficits in conjunction with the Village Administrator. Assists other Village staff in development of grant applications. Provide staff support for Redevelopment Authority either directly or by directing the Account Clerk to assist in activities of the Redevelopment Authority. Participate in the development of annual and long-term capital and project budgets, including the Equipment Replacement Fund, prepare, reconcile, and monitor reports relating to Capital and Project budgets and Equipment Replacement Fund. Review Utility rates, and evaluate the return on investment, financial health of utilities, and prepares recommendations relating to same. Answer various questions regarding property assessment, and coordinate all assessment functions with the Village’s contracted assessor. Handle all of the month end and yearend financial reporting for the Village. Participate in the development and maintenance of all Tax Increment Financing (TIF) District budgets and prepare, reconcile, and monitor reports for the TIF districts. Actively participate in the economic development team and help to determine financing of projects. In conjunction with the Village Administrator, prepare and implement, upon approval of the Village Board, Village financial policies and procedures. Work with relevant department heads to report on the status of ongoing projects, as well as at the conclusion of projects so as to provide relevant committees and the Village Board a clear picture of financial impacts of projects. Analyze and document financial implications of various decisions of the Village, including but not limited to, decisions regarding contracts, agreements, financial investments, legal settlements, borrowings, equipment and facility acquisitions. Perform additional duties as assigned by the Village Administrator. NON-ESSENTIAL JOB FUNCTIONS: Cross-train for Village Clerk functions Attend outside conferences relating to finance, Tax Increment Districts and other topics which may require an overnight stay. LEVEL OF SUPERVISION: The Village Treasurer position supervisors the Account Clerk, directing the Account Clerk’s day to day activities. The Village Treasurer will also from time to time supervise temporary employees who are performing tax collection related duties. KNOWLEDGE OF: Generally Accepted Government Accounting Principals Financial Accounting Principals ABILITY TO: Ability to analyze and interpret information such as financial statements, cash reports, tax bills, assessment reports, tax rolls, bank reconciliations, tax increment district reports, trust fund reports, journal and payment vouchers, debt schedules, audit summaries, government publications, governmental regulations and statutes, computer software, and financial publications and guidelines. Ability to develop reports and compose business correspondence. Electromechanical Maintenance Technician (EMMT)

Details: Electromechanical Maintenance Technician (EMMT) Position is 2 nd shift (3:30pm – 12:30am) Summary: The EMMT will have complete involvement in routine and emergency corrective, preventive, and predictive maintenance using a Computerized Maintenance Management System (CMMS) for all electrical, mechanical and electromechanical equipment and their related controls. An EMMT can also become a key player in plant layout, installation, and start-up of new equipment. This position reports to the Maintenance Manager. Duties to include (not limited to): Repairs or replaces-in-kind existing production and material handling equipment. Assists Maintenance Manager in maintaining an inventory of critical and other repair parts to ensure uninterrupted productivity. Determine the most cost-effective repair or upgrade, disassemble equipment, repair defective components, reassemble and start-up equipment. Documents maintenance repairs and equipment histories. Installs and modifies machinery and equipment, including one-off assignments, as required by production, engineering, and other personnel. Services and repairs programmable logic controllers (PLCs), motors, and drives. Assembles and maintains: electrical and electronic devices and systems, hydraulic and pneumatic systems, and other production mechanical systems, as necessary.
