Director of Facilities/Engineer
Details: NEENAH JOINT SCHOOL DISTRICT Position Title: Director of Facilities/Engineer Accountable to: Director of Business Services Scope: Under the direction of the Director of Business Services serves as Director of Facilities Engineer for the Neenah Joint School District servicing fifteen buildings covering 1.5 million square feet, with a replacement cost of $200 million. Manages an annual maintenance budget of $1 million and an operational budget of $5 million. Supervises approximately forty employees. Summary Statement: Under the direction of the Director of Business Services, directs and coordinates the services pertaining to the maintenance of physical plants and facilities. Responsible for maintenance and custodial personnel, recruitment, evaluation, training programs, capital improvement and referendum projects. Serves as a primary contact person for the Operations/Maintenance Department. This position requires good public and human relations skills and effective oral and written communications skills. Major Areas of Responsibility: • Oversees the maintenance of the school buildings and grounds. • Provides direction and leadership to district operations and maintenance staff to ensure the facilities are maintained and safe learning environments. • Assists in the hiring of full time and part time staff. • Provides training and evaluation. This includes assisting the development of in-service training programs for personnel, overseeing boiler school registration of all operations staff to ensure that all operations staff completes the course, and training and monitoring staff. • Inspects buildings for needed repairs. Recommends priorities for remodeling and repair in order to meet building codes, safety standards, and to provide an environment conducive to education. Informs the Director of Business Services of needed major repairs. • Accurately estimates cost of repair projects in terms of labor, material, and overhead and obtains the Director of Business Services and Board’s approval for completion of projects. • Prepares specifications for remodeling and repairing school facilities. • Coordinates major maintenance and repair projects including mechanical repairs, carpentry repairs, plumbing, electrical, HVAC, and painting. Monitors projects to ensure completion within budget. • Manages all outside contractors, such as building trades, installers and equipment providers. Engages in constructing, remodeling, and repair of school facilities to ensure the necessary work is performed in a timely manner and within budget. Contacts and meets with contractors. Performs inspections and authorizes payments for services upon satisfactory completion. • Keeps accurate up-to-date records of projects and completes reports as required or requested. • Develops a long-range budget plan for facilities maintenance to ensure the physical plant and all facilities are safe, comfortable, presentable, and pass all inspections by the WDNR, Department of Safety and Professional Services and local officials monitoring compliance and safety issues. • Meets with principals and central administration to aid in estimating the life cycle costs for physical plant and facilities and remodeling costs and make annual adjustments to the five year plan facility improvement document and annual budgets. • Keeps accurate records of maintenance services. • Maintains a complete file of Material Safety Data Sheets for the district. • Serves as district’s Hazardous Material Official. • Serves as Safety Coordinator, meeting with the Safety Committee to develop plans and programs to address safety issues and corrections in a timely manner. • Supervisors the Operations and Maintenance Department staff and evaluates their job performance annually. • Maintains records on all site plans, roofing plans, building plans and related operations. • Represents Neenah Joint School District at regional transportation meetings, city planning meetings, town meetings, and county zoning meetings when issues pertaining to the Neenah Joint School District facilities are on the agenda. Coordinates with other jurisdictions and municipalities as they relate to the district. • Performs other duties as assigned by the Director of Business Services.
