GLACVCD is one of five mosquito and vector control districts in Los Angeles County. The District serves approximately 6.8 million residents in a 1,338 square mile area, making GLACVCD the largest vector control district in Los Angeles County. JOB SUMMARY Under the general direction and supervision of the Operations Director, and in collaboration with the District management staff, this at-will, exempt position will perform a wide variety of administrative and operational duties in the development, implementation, and evaluation of an environmental program including establishing and maintaining relationships with key local, state, and federal officials and agencies. This position is also responsible for tracking stormwater structures and Best Management Practices throughout the District and working with responsible agencies to reduce potential mosquito breeding habitat. The Environmental Program Manager uses integrated vector management strategies to guide effective source mitigation and works with management to ensure the District’s compliance with environmental laws and regulations. Other duties as assigned. THE POSITION The Environmental Program Manager will act as liaison between the District and local, state, and federal agencies responsible for wildlife management and protection to ensure representation of vector control issues; represents the District regarding regulatory matters in discussions/meetings with federal, state, regional, local entities and the public; conducts and participates in public meetings and other forums as the District’s representative; establishes and maintains relationships with: city and county public works departments, CA Fish and Wildlife, city and county code enforcement officials, storm water and watershed management officials, state and local water boards, local and regional conservancies, flood control personnel, Army Corp. of Engineers, land management firms and other agencies involved in environmental and urban water projects and development. This position will maintain a database and track and enforce maintenance of municipal BMPs, stormwater structures, vaults, cisterns, and other potential water-holding structures; work with local agencies on land management and source reduction/mitigation efforts; review Environmental Impact Reports and work with planning departments on new construction and development projects; maintain involvement in the design process of stormwater structures to prevent them from becoming vector sources; track and monitor NPDES permit developments, changes to the CEQA checklist, MS4 permits; prepare reports on the prevention of vector sources by means of planning, public education and interagency cooperation; file and manage the District’s blanket warrant each year as needed; track residential and commercial abatement proceedings initiated by the District; prepare written, oral, tabular and graphic reports summarizing regulations and requirements including enforcement and chain of custody documentation; advise and assist District staff and management in creating policies and procedures that comply with environmental laws and regulations for operational activities, as well as conduct technical environmental and other studies in support of such activities. The Environmental Program Manager also has the ability to analyze and implement state, federal or local requirements as necessary to maintain approved pre-treatment, pollution prevention, and stormwater runoff programs; analyze the environmental effects of District activities and prepare and process documents for compliance of District activities with environmental laws and regulations; assist in the preparation and administration of the budget for this component of the Operations Department. THE IDEAL CANDIDATE The ideal candidate must demonstrate knowledge in the following areas: Integrated Vector Management methodologies; local, state and federal environmental laws and regulations (e.g. Clean Water Act, NPDES, CEQA, Porter-Cologne Act); low impact development and watershed management concepts; Standard Urban Stormwater Management Plans (SUSMP); principles and techniques of hydro-engineering design; methods of environmental assessment and mitigation; and vector control practices and procedures. An understanding of GIS and mapping services preferred. The ideal candidate will be a strong manager who will lead by example. He or she will be a detail oriented, hands-on manager who is capable of adhering to mutliple deadlines while maintaining effective working relationships at all levels of the District. Experience and Education: Bachelor’s degree (B.A.) in environmental science, biology, environmental health, engineering, urban planning and development, or closely related fields AND a minimum of three (3) years of project management experience in a public health, environmental health or related agency. LICENSE Possession of a current valid driver license will be required at the time of appointment and must be maintained throughout employment in this class. Must be insurable with the District's insurance carrier. Assumes responsibility for coordinating Medical Director/Medical Staff/Consulting Physician rounds. Ensures that nursing services staffing needs and schedules are met. Assists in the interpretation of facility nursing policies and ensures implementation of these policies. Assists in recruitment and selection of nursing services employees. Assumes all responsibilities of the Director of Nursing Services in his/her absence. Responsible for documenting disciplinary concerns for RN Supervisors and Charge Nurses RN/LPN. Verifies that significant clinical developments are reported to the resident's physician and family.Ensures Medicare guidelines are met.
