Real World Outcomes Strategy Scientist

Details: The US Health Outcomes Scientist provides scientific expertise and effective project oversight to ensure the successful fulfillment of the health outcomes research agenda to deliver better patient outcomes that are valued by payers and providers. Projects may focus on disease and/or treatments that Lilly is developing and span the entire lifecycle of development and commercialization. The Scientist develops and ensures that appropriate health outcomes research strategies are in place to support Pricing, Reimbursement and Access activities for Lilly products. The Scientist is responsible for the conduct, quality, and integrity of health outcomes studies and for ensuring scientific disclosures resulting from this research demonstrate and apply in-depth knowledge, understanding, and evaluation of clinical, economic, and/or patient reported outcomes methodologies. The Scientist effectively communicates health outcomes findings and concepts to internal and external business partners and takes a leadership role in the dissemination of health outcomes research findings to the scientific community. In addition, the Scientist provides health outcomes scientific leadership and effective teamwork in cross-functional initiatives, including collaborating with therapeutic area teams, RWE Strategic Scientists, FDAMA Scientist, Real World Outcomes Liaisons, and Technical Lead. Environmental Awareness (20%) Establishes and maintains a broad network of contacts within the health care sector, pharmaceutical industry, health technology assessment agencies, and academia. Maintains awareness of significant developments in the field, including current health outcomes methodologies and applications, therapeutic area developments, and other issues as appropriate for specific position responsibilities. Anticipates and evaluates future market needs and trends for health outcomes information within specified health care environments. Demonstrates understanding of the cross-functional nature of drug development and post-marketing support to inform product-specific health outcomes strategy. Influences the internal and external environment and environmental factors that shape and impact health outcomes. Partners with USHO RWE Strategy Scientists on projects stemming from external research collaborations and partnerships Strategy (20%) Develops and oversees global health outcomes research strategy for compounds in the Lilly portfolio in the relevant therapeutic area. Influences and supports health outcomes research strategy in order to achieve appropriate access for Lilly products. Adapts and utilizes information to maximize interactions with internal and external customers. Provides strategic direction to address complex health outcomes challenges. Formulates or significantly contributes to health outcomes strategies for multiple projects and/or geographies. Partners with other functions (e.g. global/local PRA, brand teams, market planning, clinical research, corporate affairs, market research, medical information, regulatory, statistics, strategic pricing, etc.) to deliver collaborative work products (e.g., clinical protocols, label language, statistical analysis plan, etc.) that align the health outcomes strategy with overall brand strategy. Study Development (20%) Develops specific Global Health Outcomes research programs for compounds/products across the development and commercialization lifecycle, as appropriate for role to influence and support appropriate access for Lilly products. Ensures quality standards and performance standards for research projects are realistic and attained, and studies are in conformance with the Principles of Medical Research. Technical expertise may include scope or depth to conducting statistical analysis, economic models, clinical trials, PRO instrument development, observational/epidemiologic research, and health technology or other outcome assessment within a therapeutic area. Ensures research is designed within the scope of the defined product plan and is developed to identify and optimize appropriate reimbursement and access. Solves difficult health outcomes issues associated with registration, pricing, reimbursement, and access initiatives through appropriate application of disease state knowledge and research methods. Collaborates with therapeutic area teams, RWE Strategic Scientists, FDAMA Scientist, and Technical Lead to deliver customer-focused research and disseminations Project Management (10%) Ensures health outcomes program/process of study research agenda budgets are realistic, attained on time, and on budget. Effectively communicates status of projects to management and key business partners to keep them informed of project status, budget implications, etc. Manages delivery and prioritization of research tools or dossiers, coordinated as appropriate with Project Management/Operations personnel, and with key partners and vendors to efficiently produce high quality results Maintain awareness of, and coordinate as appropriate, research efforts among affiliates and the GHO platforms and Center of Expertise to optimize resource use and make shared learnings easily accessible to all parties involved with the therapeutic area, disease state, and/or research methodology Information Dissemination (10%) Effectively communicates health outcomes information to internal business partners, the scientific community, and customers. Leads dissemination of health outcomes information in appropriate scientific venues via development, preparation, and presentation of abstracts, posters, and manuscripts Organizes, prepares, and conducts meetings with key internal and external decision makers. Ensures alignment with global/regional cross-functional teams (e.g. corporate affairs, medical, marketing, regulatory, pricing, etc.). Speaks knowledgably and authoritatively with respect to HO research considerations and their commercial impact. Actively participates in shared learning opportunities to effectively share knowledge and experience (both positive and negative) of management tools and other learnings with colleagues and peers, locally and internationally. Engages with Real World Outcomes Liaisons to develop deep therapeutic and scientific content for customer responses Organizational Leadership (20%) Links technical expertise with business unit knowledge to influence and affect cross-functional initiatives within the Principles of Medical Research framework. Establishes and maintains strategic relationships with key internal and external decision makers. Effectively influences planning and implementation across the development and commercialization lifecycle teams. Participate in training of USHO and GPORWE as subject matter experts Facilitates effective interactions with other groups/divisions within the company. Details: Within Lilly GPS Pharmacoepidemiology delivers meaningful application of pharmacoepidemiology results to stakeholders (SMTs, development teams, medical affairs, regulators, payers, HCPs, and ultimately, patients) to advance the development of new medicines with a positive benefit/risk profile and to optimize safe use of medications in patients. The purpose of the Global Patient Safety (GPS) Epidemiologist is to provide pharmacoepidemiology leadership and technical support to the GPS Organization, EPM/Transition/GBD Teams, Health Outcomes, Affiliates, and other functional areas within the Company. As part of a cross-functional team, the Epidemiologist will have the following risk management responsibilities: directly support the development and execution of risk management plans; lead / contribute to the design, execution and assessment of specialized risk minimization activities (as appropriate); identify and evaluate potential safety signals and address safety questions from regulators. The Epidemiologist will also have primary responsibility for designing and conducting pharmacoepidemiology studies using appropriate methods and data sources; for understanding the natural history of targeted health conditions; and for collaborating with external research organizations. 1: Global Patient Safety Support Demonstrate knowledge of relevant global regulatory requirements and practices; act as subject matter expert in the development and maintenance of the Safety Quality System and training tools/programs as they relate to epidemiology; and provide pharmacoepidemiology support to GPS Surveillance Teams. Demonstrate understanding of the roles and responsibility of the EU QPPV. Support audit readiness. 2: Support Risk Management Planning Provide epidemiology expertise to support compounds in development, new product launches, and existing marketed products; partner/collaborate with both EPM/Transition/GBD Teams and GPS TA physicians on the development of risk management plans; lead / contribute to the design, execution, and assessment of specialized risk minimization activities (as appropriate); design, conduct, and manage pharmacoepidemiology studies; work with external investigators and CROs; review and develop study protocols; use population-based health statistics and electronic health information databases (e.g., national mortality rates, GPRD, and health claims databases) in evaluating safety issues. 3: Characterize Natural History of Diseases Provide support to EPM/Transition/GBD Teams and GPS TA physicians with patient population data from the literature or other relevant data sources to understand the nature and burden of illness of various disease/conditions for which the Company is developing new products to treat or to prevent; conduct and manage epidemiology studies to characterize disease trends, frequencies, incidence/prevalence, co-morbidities, outcomes, risk factors and treatments. 4: Collaboration with Internal and External Partners Communicate effectively with relevant internal business partners; collaborate with EPM/Transition/GBD Teams and Regulatory Scientists as part of issue management teams and in preparation of responses to requests posed by regulatory authorities; support EPM/Transition/GBD Teams regarding safety information requests and other safety activities; collaborate with external partners and participate on key external initiatives. 5: Strategic development of analytic tools Develop analytic tools to support activities such as disease state characterization, signal detection, clarification, and evaluation utilizing multiple data sources (e.g., spontaneous, health claims and electronic health records); partner on the development of new standardized analytic methods for selected regulatory safety documents/submissions (e.g., PSUR, ISS, product labels).
