Sr Director IT Finance and Project Decision Support

Details: Job Summary: This class is the fourth level in the Information Technology Management series. Senior Directors assist in the top management of Dignity"s information technology resources and oversee assigned major lines of information technology processes, programs, or activities forming information technology business units as assigned by the Chief Information Officer. Senior Directors apply advanced management principles with critical impact on technology and the organization. Incumbents exercise strategic and visionary thinking having long-term organization-wide application and impact; develop and implement programs critical to Dignity Health; and exercise control and supervision of multiple assigned functions and significant resources that comprises an IT service line critical to the organization and its customers. Responsibility may cross multiple functional units within the organization. Positions will usually have responsibility for program/project outcomes across multiple functions and/or processes as assigned. Incumbents supervise staff including conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures. Incumbents oversee day-to-day operational management of all activities and functions in the respective assigned function(s)/unit(s)/program(s) including developing, implementing and evaluating policies, procedures and standards; determining service levels and enhancements; developing and monitoring budgets; providing technical advice and/or oversight to staff or other departments related to area of assignment; evaluating information concerning needs; estimating and coordinating program/unit activities and associated costs; and tactical project execution activities. Accountabilities: Directs the activities of the IT Finance unit including multiple assigned Dignity Health Information Technology processes, programs and functions that comprise this major line of information technology responsibility for the organization. The Senior Director manages the integration of IT Finance processes across multiple functional areas. Oversees IT Finance services provided to internal and external customers across the enterprise. o Leads IT as the Controller for the entire IT organization, with oversight for all financial processes, rules, interpretations, compliance and other controls that ensure the credibility and consistency of IT financial management, under the ultimate oversight of Corporate Finance and Accounting. o Coordinates the IT operating budget process including preparing estimates in time for setting system-wide allocations for facility budget purposes; providing guidelines and a process for departmental budget setting and review (for approx. 60 IT departments, with operating expenditures of approx. $300 million); and provide a quality review of departmental budgets. o Establishes and manages, on behalf of the CIO, a system of accountability and reporting comparing operating budget to actual performance. o Establishes a process for monthly or other periodic projections of operating expenditures for the CIO. o Manages the process of annual capital budgeting and preparation of 5-year forecasts for IT projects. Assists with capital expenditure evaluations, project proposals, funding approval support and retrospective reviews. o Promulgates standards and provides education to IT management regarding financial policies (e.g., process for initiating POs and contracts, approval of labor and approval of other expenditures, education on capital vs. expense rules, funding principles). o Ensures compliance with company and departmental policies regarding financial matters such as requesting and approval processes, and policies regarding of funding of IT expenditures. o Provides strategic direction to IT Leadership regarding financial resources and allocation of those resources. o Coordinates closely with Corporate Accounting on IT financial matters to ensure that reporting is timely and accurate. Works with Corporate Accounting to ensure completeness and accuracy of financial statement disclosures and information with respect to taxes. o Manages day-to-day operations of the IT Finance and Project Decision Support team. As the Senior Director also over the Project Decision Support group, is accountable for delivering project management reporting functions. Through oversight, and execution this function provides analysis of core project management metrics for the organization. The Senior Director manages the integration of Project Decision Support processes across multiple functional areas. Oversees Project Decision Support services provided to internal and external customers across the enterprise. o Owns and directs the primary project status reporting function for all IT project work. o Ensures accuracy, timeliness, and consistency of projects status reporting, including financials, for IT"s major initiatives. o Develops and advocates best-practice to ensure reports and analysis are efficient and effectively being used throughout, to meet IT"s organizational and operational objectives across programs and projects. o Drives the improvement of reporting quality through all levels of the organization, and incorporate emerging information needs of IT Leadership and Business Sponsors. o Focuses on developing key project metrics that support executive level status reporting including; schedule, cost, and use of resources, scope changes, quality control, actions, and project management talent performance. o Oversees the suite of project management system tools from a business perspective; including workflows, business processes, and usability, as well as product roadmap. o Establishes and maintains the subject matter expertise for how PPM works, and is responsible for owning consumer focused decision support solutions within PPM. o Evolves reporting capabilities to support organizational and operational objectives across areas beyond programs & projects. In general also: o Demonstrates leadership presence, financial acumen and risk management competency, as you lead a team that delivers on the objectives of IT. o Ensures compliance with Dignity Health policies/procedures and applicable Federal, state, and local laws, regulations, codes, and/or standards. o Supervises staff including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a safe working environment; and, making hiring, termination, and disciplinary recommendations. o Ensures alignment with internal departments, executives, external organizations and public representatives. Represents the organization at a variety of meetings, public events, on committees, and/or other related events regarding services, programs, projects and facilities. o Prepares, reviews, interprets, and analyzes a variety of information, data, and reports. Recommends and implements policies and procedures to improve operational effectiveness and enhancements to services or programs. o Manages assigned budget and assists with the annual budget development process. Prepares cost estimates and budget recommendations. Monitors and controls expenditures. o Assists in planning and the development of short and long term goals. Coordinates operational and program efforts in alignment with goals and objectives related to assigned areas of responsibility. o Performs other duties of a similar nature and level as assigned. Preferred • BS/BA degree in related discipline strongly preferred (i.e. Business, Accounting, Computer Science, or similar degree). • Experience in telecommunications industry desired. • Project management experience preferred. • Displays working knowledge of applied survey sampling and statistics for all modes of social science data collection for such statistical methodologies as: univariate and multivariate distributions, data modeling using regression, analysis of variance, and the generalized linear model.
