Summary Responsible for the operational and financial oversight of a Family Case Management Services Program office in compliance with contractual obligations. Maintains frequent and timely communication with Immigration and Customs Enforcement (ICE) customers and promotes partnerships with community-based organizations within the area of responsibility. Monitors, measures and reports on program performance and outcomes within the area of responsibility to customer and to senior level executives. Primary Duties and Responsibilities Responsible for the direct management of program operations and profitability for the assigned Family Case Management Services office. Ensures that programs function in a manner that satisfies contractual obligations. Develops timely and accurate reports on the status of program operations. Tracks and monitors program and immigration proceedings compliance, including success rate, failure rate, absconder rate and removal rate. Success and failure rates report the extent to which participants appear for immigration court hearings, comply with ICE Enforcement and Removal Operations (ERO) reporting requirements, and appear for removal as applicable, throughout the course of their participation in the program. Ensures timely submissions of regular bi-weekly reports on compliance with regard to all ERO reporting dates, immigration court hearings, and removals. Reports will include detailed explanations of, and actions taken in response to, all unmet immigration recommendations for participant terminations based on noncompliance. Ensures timely submission of quarterly reports documenting services received by each participant, including dates, participant names, organization names, and a brief narrative of each service that address the identified need for the service and whether it is recurring or a single appointment. Ensures submission of ad hoc reports on program operations as needed. Reports on all significant developments in the lives of participants that my impact their immigration case or ability to comply with case-related appearance and reporting obligations, including, but not limited to, major medical or mental health concerns, marriage, or pregnancy. Provides immediate notification to the Contracting Officer’s Representative (COR) and appropriate ERO staff upon becoming aware of any serious or emergent incidents, including, but not limited to, loss of accountability of a participant’s whereabouts, participant arrest on criminal charges, or participant hospitalization. Ensures that monthly audits are performed to evaluate program operations within all area offices for compliance with the Quality Control Plan and contract requirements. Ensures that corrective action plans are implemented in a timely manner when necessary. Ensures that programs function in a manner that satisfies contractual obligations. Develops timely and accurate reports on the status of program operations. Develops and implements strategies and action plans that will enable the offices to achieve their operational and financial objectives. Serves as a local point of contact with ICE. Maintains frequent and productive liaison with ICE, including accurate and timely monthly reports, annual reports and verbal and written notification of emergencies, contingencies or unusual occurrences. Meets with the customer on a regular basis to provide a management level review, assess program performance and discuss and resolve problems. Proactively seeks partnerships with local legal organizations to arrange “Know Your Rights” presentations and other basic forms of legal information exchanges. Responsible for establishing and maintaining frequent and productive communication with key contacts in community-based organizations to assure and maintain community receptivity and support for the Program.
