FOX VALLEY - Ditches and other low areas in the Fox River Valley are flooding after heavy rainfall. Post-Crescent Media (http://post.cr/QBC1pO ) reports Monday's rain in Appleton broke a record for the day set in 1942. The city received 1.9 inches of rain by 7 a.m., breaking the previous record of 1.76 inches. Full story: WJFW

RHINELANDER - People recovering from drug- and alcohol-related crimes won't live in a home on Rhinelander's west side. The Rhinelander City Council unanimously rejected a plan Monday night that would have allowed a halfway house. Full story: WJFW

RHINELANDER - Rhinelander can now call itself a Tree City. The town received its Tree City USA designation Monday. The honor is given to communities that meet certain forestry-related criteria including having a tree board or department in place, a tree care ordinance, and a forestry program, in addition to holding an Arbor Day celebration. RHINELANDER - Businesses and people living in Rhinelander may start paying less for insurance. The Rhinelander Fire Department just received its public protection classification rating. An independent company rates the department for its firefighting capabilities. Full story: WJFW

ACROSS WISCONSIN - Governor Scott Walker will order flags to half-staff Tuesday to honor the passing of former Wisconsin Governor Patrick Lucey. The Wisconsin Democrat governed Wisconsin from 1971 to 1977. Full story: WJFW

STEVENS POINT - The Stevens Point City Council is looking at regulating electronic cigarette vapor bars. A council committee is meeting Monday to come up with a plan as more and more of the businesses are opening in Stevens Point. Full story: WJFW

TOWN OF PELICAN - The Town of Pelican Fire Department put out a house fire around 5 this morning south of County Road G. When crews arrived on the scene, the house was fully engulfed in flames but still standing. Full story: WJFW

SHAWANO COUNTY - The Shawano County Sheriff's Office will investigate a possible homicide after finding human remains. A group of young adults called the Shawano County Sheriff's Office after they found the remains along the south side of Peach Road in the Township of Richmond. Full story: WJFW

TOMAHAWK - It can get expensive to repave an airport. But a local Northwoods airport will get a grant from the governor to make that process easier. It's part of Airport Improvement Program Funding. Tomahawk Regional Airport will get more than $36,000 from the state. Full story: WJFW
