Gov. Scott Walker's plan to grant the University of Wisconsin System autonomy from state oversight and laws appears to be on "life support," although his proposed $300 million cut is unlikely to change, key Republican lawmakers said Tuesday.

Dozens of people boarded buses from Milwaukee to Madison for Disability Advocacy Day Tuesday. They are part of a larger group protesting potential legislative cuts to programs that provide services to adults with long term care needs. Milwaukee County Supervisor Peggy Romo West believes the cuts would have a big impact in Milwaukee and the rest of the state. "Obviously in Milwaukee County we've been doing a lot to try and reform mental health and so these changes really impact what we're trying to do," she said. Romo West said the group is hoping to preserve current programs that help keep people with special needs in their community and in their homes.

Wisconsin Senate to vote on banning microbeads

MADISON -- The nationwide push to ban a key plastic exfoliant in soap, toothpaste and other personal care products out of fear it's leading to water pollution is coming to Wisconsin. The tiny bits of plastic known as microbeads are typically found in facial scrubs and toothpaste. Scientists recently discovered that the particles are flowing by the billions from wastewater treatment plants into the Great Lakes and other water systems. Major manufacturers have already started substituting microbeads with natural substances such as ground-up fruit pits, oatmeal and sea salt. The bill up for a vote Tuesday in the Wisconsin state Senate has bipartisan support. It would prohibit making personal care products containing microbeads starting in 2018 and disallow selling them starting in 2019. New York and Illinois already have bans in place.

Pilot OK after small plane goes down in southern Wisconsin

JUDA -- A pilot wasn't seriously hurt when his small plane lost power and went down in southern Wisconsin. Sheriff's officials say the 33-year-old pilot from Fairmont, Minnesota was flying from the Chicago area to the Twin Cities when the plane lost power Monday evening near the Green County community of Juda. Sheriff Mark Rohloff says the plane's left wing caught power lines as it descended and became entangled. Several hundred Alliant Energy customers in the area temporarily lost power when the lines were ripped down. The twin-engine Beechcraft was damaged, but authorities say the pilot, Alvin Thoreson, is OK.
