Unemployment up in all Wisconsin counties, major cities

MADISON - Unemployment rates are up in every Wisconsin county and major city.

The state Department of Workforce Development reported the figures for January. They show unemployment increases across the board for the month. The figures are preliminary and subject to significant revision month-to-month.

Racine had the highest unemployment rate for the month at 8.1 percent, up from 7.5 percent in December. Milwaukee was second highest at 7.4 percent.

Senate committee to take comments on gun waiting bill

MADISON - The state Senate's judiciary committee is set to take public comments on a Republican bill that would eliminate Wisconsin's 48-hour waiting period before purchasing a handgun.

The bill would allow gun dealers to transfer weapons to buyers immediately after receiving notice from the state Department of Justice that the purchaser has cleared a background check. Gov. Scott Walker has told the National Rifle Association he supports the bill.

Length of test for Wisconsin students cut by 60 percent

MADISON - Wisconsin grade school students will spend 60 percent less time taking a state-mandated test this spring.

The state Department of Public Instruction notified schools this week that the total time required to take the language-arts portion of the Badger Exam is being reduced from 4 hours to just 1 hour.

Department spokesman John Johnson said Wednesday that DPI officials decided to drop a writing test portion of the exam after getting feedback that it was taking students a long time to complete it.

Tomahawk Wrestling coach receiving Hall of Fame honor

TOMAHAWK - After decades of coaching in Tomahawk, Bob Skubal will receive a special award from the National Wrestling Hall of Fame.

But beyond the award, he helped every one of his athletes graduate from high school.

Skubal started his wresting coaching career at Chilton. He then left to work for Coca-Cola but his wife had a different plan.

Oneida County homicides UPDATE: 17-year-old suspect challenges extradition from Indiana to Wisconsin; hearing next month

ONEIDA COUNTY, BOONE COUNTY, IN - Ashlee Martinson will not allow herself to be taken back to Wisconsin without a legal challenge.

Martinson is the 17-year-old Rhinelander High School student accused of killing her mother and step-father in a home east of Rhinelander over the weekend.

Deputies found her in Boone County, Indiana, where she was taken into custody.

Oneida County homicides: arrest possible because of interstate cooperation

ONEIDA COUNTY, BOONE COUNTY, IN - A sheriff's deputy in Boone County, Indiana, arrested Ashlee Martinson quickly after Northwoods officers suspected she was on the move.

Martinson is the 17-year-old Rhinelander High School student accused of killing her mother and step-father in a home east of Rhinelander over the weekend.

Oneida County is about 500 miles from Boone County.

Tomahawk police crack down on drug use

TOMAHAWK - Drug addicts often have to find ways to pay for drugs habits, which can lead to thefts and other issues. Drug use is part of an ongoing problem in the Tomahawk community.

The city of Tomahawk saw a rise in drug seizures last year. According to an annual report, the Tomahawk Police Department took in over 120,000 dollars' worth of illegal drugs in 2014 alone. That's up from previous years.

"That's a fairly significant amount," says Detective John DuPlayee. "I mean that's certainly larger than anything we've ever had here before."

92-year-old veteran gets special honor on his birthday

CRANDON - Richard Ackley Sr. celebrated his 92nd birthday on Tuesday. That longevity is admirable in and of itself, but Ackley's service to our country is also something to admire. His birthday present this year was extra special: recognition of his service to our country; a country that didn't even recognize him as a citizen when he was born.

"I've had a lot of birthdays along the line, but I've never had anything similar to this," Ackley said.

His celebration had the usual birthday staples: cupcakes, family, and friends. But it had something you wouldn't usually find at a birthday.

Video reenactment of alleged murder used to show probable cause in 2003 homicide

RHINELANDER - A 40-year-old Rhinelander man will go to trial for allegedly killing a man in 2003.

Shannon Wolf is charged as a party to a crime for first degree intentional homicide in the death of Kenneth Wells.

A video reenactment of his ex-wife, Latoya Wolf, showing police her version of how Wells died was played in court. Latoya Wolf is also charged as a party to a crime for first degree intentional homicide.

Two longtime WI Reps. focus on government changes & rise in partisanship

RHINELANDER - Two longtime Wisconsin Congressmen used their time in Rhinelander on Tuesday to discuss the changes and challenges with government. They also promoted civic involvement.

Retired Wisconsin Democratic Rep. Dave Obey and retired Wisconsin Republican Rep. Tom Petri both agreed that party differences in the U.S. House of Representatives have grown significantly in the last few decades.

Obey represented the 7th Congressional District, which covers most of northern Wisconsin, for 42 years. Petri represented the 6th Congressional District, which covers most of eastern Wisconsin, for 36 years.

Unions sue over Wisconsin's new right-to-work law

MADISON - The Wisconsin state AFL-CIO and two local unions have filed a lawsuit seeking to at least temporarily stop implementation of Wisconsin's new right-to-work law.

The lawsuit arguing that the law is unconstitutional was filed Tuesday in Dane County Circuit Court comes one day after Republican Gov. Scott Walker signed it into law.

Walker spokeswoman Laurel Patrick and Republican Attorney General Brad Schimel both say they are confident the state law will be upheld, just as federal courts have ruled in favor of similar laws in Michigan and Indiana.

Coast Guard urges caution on Great Lakes amid warmer weather

DETROIT - The U.S. Coast Guard is urging people to use caution on Great Lakes waterways due to warmer temperatures and unstable ice.

The warning specifically mentions Lake Superior and the northern parts of Lake Michigan and Lake Huron.

People are at risk of falling through the ice during above freezing-temperatures. The Coast Guard also notes that ice-breaking in harbors, ports and waterways also is increasing throughout the Great Lakes in preparation for the March 25 opening of the Soo Locks.

Oneida County homicides UPDATE: man killed by firearm, woman killed by knife; extradition hearing today for 17-year-old suspect

ONEIDA COUNTY - Updated March 10, 2015 11:59 a.m.

Oneida County investigators have confirmed that Thomas Ayers, 37, died by the use of a firearm, and Jennifer Ayers, 40, died by injuries from a knife.

One of the children in the home told detectives the child had heard two gunshots.

That was the first instance of violence during the situation, according to the criminal complaint.

Oneida County homicides: 17-year old Ashlee Martinson to face 5 felony charges for killing her mother, stepfather, falsely imprisoning 3 children

RHINELANDER - Late Monday afternoon, prosecutors filed charges against 17-year-old Ashlee Martinson. Prosecutors think she killed her mother and stepfather in a home east of Rhinelander this weekend.

A nationwide alert helped sheriff's deputies in Indiana catch Martinson.

"At approximately 10:40 [Sunday], we received a 9-1-1 call" said Capt. Terri Hook of the Oneida County Sheriff's Office. "We sent officers to the residence and when they arrived there, they found a deceased male and a deceased female,"

Oneida County homicides: Blog reveals dark thoughts of 17-year-old suspect

ONEIDA COUNTY - A 17-year-old Rhinelander High School junior is the suspect in the weekend murders of her mother and step-father at a home east of Rhinelander.

Ashlee Martinson seems to think often about death, torture, blood, and killing, according to content on her blog.

Rhinelander Superintendent Kelli Jacobi told us Martinson hadn't run into problems or discipline at school that she knew of.

Protesters call for firing of Madison police officer

MADISON - Protesters are urging a police and fire commission to dismiss a Madison police officer who fatally shot an unarmed, 19-year-old biracial man.

Dozens of people showed up Monday to testify why they think Officer Matt Kenny should be fired.

Authorities say Kenny, who is white, shot and killed Tony Robinson on Friday evening after he was assaulted by Robinson.

UPDATE: Ashlee Martinson to face 2 counts of first degree murder, 3 counts of false imprisonment

RHINELANDER - Updated 6:15 p.m.

The Oneida County District Attorney's Office will charge Ashlee Martinson with two felony counts of first degree intentional homicide for the murders of her mother Jennifer Ayers, 40, and stepfather Thomas Ayers, 37. Court records show that Martinson will also face three additional felony charges for falsely imprisoning the three children in the home at the time of the murders.

A Wisconsin woman tells the story behind an iconic photograph

RHINELANDER - The now author, Sue Massey, was in Rhinelander Monday. She spoke about the iconic photo and her memoir "Letter From the Heart."

She hopes that like the photo, her book can share the struggles of Wisconsin farmers and small business owners.

"I was hoping that in sharing our story, it would also give voice to all the other people that are struggling out there that would like to share their experiences but they don't have an outlet," said Massey.

Wisconsin Gov. Walker signs right-to-work bill

BROWN DEER - Wisconsin Gov. Scott Walker has signed a right-to-work bill into law, striking another blow against organized labor after four years ago effectively ending collective bargaining for public-sector workers.

Walker signed the bill at an invitation-only ceremony Monday morning at Badger Meter north of Milwaukee. He was surrounded by company officials and others who supported the divisive proposal including Lt. Gov. Rebecca Kleefisch, Assembly Speaker Robin Vos and Senate Majority Leader Scott Fitzgerald.

Protesters fill Wisconsin Capitol for shooting rally

MADISON - Protesters have jammed the Wisconsin Capitol to demonstrate against a white police officer who killed an unarmed black man.

Scores of protesters, including many area high school students who skipped class, stood shoulder-to-shoulder in the rotunda as well as on the first and second floors.

They chanted ``Stand up, fight back, no more black men under attack'' and ``indict, convict, send those killer cops to jail _ the whole damn system is guilty as hell.'' Police estimated the crowd at about 1,500 people.

NYC mayor to keynote Wisconsin Democrats' gathering in April

NEW YORK - New York Mayor Bill de Blasio is set to rally Wisconsin Democrats as they look ahead to the 2016 elections.

The Democratic Party of Wisconsin announced Monday that de Blasio is scheduled to be the keynote speaker at the party's Founders Day gala. It will be in Milwaukee on April 25.

De Blasio has been building a profile as a national progressive voice since he took office last year. He gave a speech at the United Nations on climate change and spoke about progressive values at a conference of the United Kingdom's Labour Party.

UPDATE: New details in arrest of homicide suspect, companion

RHINELANDER - Updated: March 9, 2015 8:25 a.m.

Ashlee Martinson and her boyfriend, Ryan Sisco, are still in custody in Boone County, Indiana. They are awaiting extradition back to Wisconsin. The two were arrested after a felony traffic stop after a Boone County sheriff's deputy found the car driving southbound on Interstate 65. Three local police departments assisted in the stop.

The Boone County Sheriff's Office says Martinson and Sisco were arrested without incident.
