Audit: WEDC deals lacked required provisions
MADISON, Wis. (AP) – Gov. Scott Walker’s troubled jobs creation agency is still struggling to comply with state law.
A Legislative Audit Bureau report Friday examined more than 100 grants, loans and tax credits the Wisconsin Economic Development Corporation granted in the year that ended July 1. Auditors found that WEDC contracts for grants and loans didn’t contain all statutorily required provisions and didn’t consistently comply with WEDC policies. The agency didn’t require recipients that were contractually required to create or retain jobs to submit information showing the jobs were actually created or retained.
Staff also didn’t consistently comply with policies established by WEDC’s board and the policies didn’t consistently comply with statutes.
WEDC leader Reed Hall wrote in a letter responding to the audit that the agency is improving and has experienced successes.
In an emailed statement to FOX 11 Friday morning, Hall refuted some findings in the audit.
“Today’s audit acknowledges many areas in which WEDC has made improvements to our procedures, and the positive results of those changes, including a significant decline in loan delinquency rates and uncollectable loans, and providing a high level of customer service to businesses and other stakeholders. However, we strongly disagree with findings in that audit that WEDC is not verifying job creation or following state statutes and policies. We will review the audit’s recommendations, but it is imperative that WEDC continue to have the flexibility needed to respond quickly to the needs of Wisconsin’s business community,” Hall wrote.
FOX 11’s Andrew LaCombe will have a complete story on the audit tonight on FOX 11 News at Five.

Madison man convicted of 13 felonies in video voyeurism case
MADISON (AP) – A Madison man has been convicted of taking nude videos of unknowing customers at a tanning salon.
Twenty-eight-year-old Benjamin Brossard pleaded no contest Thursday to 13 felony counts and two misdemeanor counts.
The Wisconsin State Journal reports that most of the incidents involved patrons at Sun Tan City near the University of Wisconsin campus, though he was also convicted of taking video up the skirt of a woman at a deli.
Brossard was arrested last October when a woman at Sun Tan City noticed a cellphone being held under a partition between tanning booths. The complaint says salon staff told police that Brossard was a frequent customer and should have been considerably darker than he was.

Buhrandt bowls into rare company
Suring native Kelly Buhrandt has been bowling at the friendly confines of six-laned Brooklyn Lanes for almost 40 years.
“Just something I’ve always done,” Buhrandt said. “My dad is a bowler, was a bowler and still is. I grew up at the bowling alley.”
But even after all the strikes, the small town Wisconsinite couldn’t believe the big roll she was on last night Thursday night during the women’s series finals.
“Everything felt right, really meshed well,” Buhrandt said.
“There was stuff going on at the golf course and men came down after they heard she bowled,” teammate Kim Krueger said. “They kept piling in and it was a really fun night.”
One of the best individual series by a female in state history, Buhrandt put together three games of 257, 299, 299. An Oconto County record, missing the all-time record by seven pins.
“People kept saying to me, do you know how good your score was, has it hit you?” Buhrandt said. “I haul grain and was focusing on getting to work. I guess it’s kind of a cool thing and pretty historic.”
“I taught her everything she knows but now I can’t beat her anymore,” Kelly’s father Steven Buhrandt said.
Twice a pin from perfection, the bowler nicknamed “the machine” already has 300 on her target list next season.
“If I had bowled two 300s, what would I have to look forward to next year?” Buhrandt said. “It gives me something to strive for.”
This isn’t the only time Buhrandt has starred with a ball for Suring. She was also on the last girls’ basketball team to go to state back in 1992. She says over the years, she’s enjoyed being the local standout.
“Absolutely, just wish I didn’t have to wait until I was 40 years-old for this one,” Buhrandt said.
A smash hit then, she’s back to starring on the wood. One closest to her roots. In Suring, Dylan Scott Fox 11 Sports.
